コンセプト

機械学習をはじめとするAI技術は進化しながら普及の一途を辿り、様々な産業の競争力の源泉となるだけでなく、既存の産業構造を破壊・変革し、新たな産業を創出するようになってきている。それに伴い、AI技術を用いた製品やサービス（AIプロダクト）が生活や社会、経済に及ぼす影響も大きくなってきている。

その一方で、AI技術は進化途上であるとともに、ハードウェアや従来型のソフトウェア、サービスなどに比べ、その技術的特質により、品質の把握、評価、説明、管理など品質保証が非常に難しい。特に機械学習ではデータの学習によりふるまいが帰納的に決定されるため、従来型のソフトウェアに対する品質保証手段が利用できない。開発プロセスの管理による品質保証が寄与する割合も小さい。したがってAIプロダクトの品質保証技術が確立されたとは到底言いがたい状況にある。すなわち我々の生活や社会、経済には、AIプロダクトの品質事故という甚大なリスクが内在されているのである。

同時に注意すべきなのは、AI技術が持つ技術的特質を無視しAIプロダクトの品質に社会が過度の期待を持つことが、品質保証のための過度な活動を要請し、AI技術の適切な活用やさらなる進化を妨げる圧力を与えてしまう点である。我々はAIプロダクトの品質リスクを軽減するとともに、過度の品質圧力を予防し、AI技術が安心して活用され進化できるようにする必要がある。

したがって、我々が安心・安全な生活や社会、経済を営んでいくためには、AIプロダクトに対する品質保証技術の調査・体系化、適用支援・応用、研究開発が急務である。同時に、AIプロダクトの品質に対して、技術的特質を踏まえた適切な理解を社会が持ちうるような啓発活動も進めていかねばならない。

そこで我々は、AIプロダクトの品質保証に関する調査・体系化、適用支援・応用、研究開発を推進するとともに、AIプロダクトの品質に対する適切な理解を社会に啓発する活動を行うコンソーシアムを産学で設立することとする。本コンソーシアムによって、AI技術の活用・進化のさらなる促進と、AIプロダクトと社会との安心できる共生の実現を、社会全体で目指していく。

AI technologies, including machine learning, continue to evolve and spread, becoming not only a source of competitiveness for various industries, but also disrupting and transforming existing industrial structures and creating new industries. Accordingly, products and services using AI technologies (AI products) are having a growing impact on people's lives, society, and the economy.

On the other hand, AI technology is still in the process of evolution, and its technical characteristics make it very difficult to understand, evaluate, explain, and manage quality assurance, compared to hardware, conventional software, and services. In particular, machine learning cannot use conventional quality assurance methods for software because its behavior is determined inductively by learning data. The contribution of quality assurance through development process control is also small. Therefore, it is difficult to say that quality assurance technology for AI products has been established. In other words, our daily life, society, and economy are at great risk of AI product quality incidents.

At the same time, it is important to note that society's excessive expectations of the quality of AI products, ignoring the technical characteristics of AI technology, may call for excessive quality assurance activities, which in turn exert pressure on AI technology to be used appropriately and to prevent its further evolution. We need to mitigate quality risks of AI products and prevent excessive quality pressure, so that AI technologies can be utilized and evolve with confidence.

Therefore, in order for us to live a safe and secure life, society, and economy, there is an urgent need to investigate, systematize, support and apply, and research and develop quality assurance technologies for AI products. At the same time, we must also promote educational activities so that society can have an appropriate understanding of the quality of AI products based on their technical characteristics.

Therefore, we have decided to establish an industry-academia consortium to promote research, systematization, application support and application, and research and development on quality assurance of AI products, as well as to educate society on the appropriate understanding of the quality of AI products. Through this consortium, we aim to further promote the utilization and evolution of AI technology and realize a secure symbiosis between AI products and society as a whole.
